Users prompted Grok to &#8220;remove the clothes&#8221; from images of adults without their consent, and in some cases, the images included minors. Yeah, you read that right. Minors.</p>
<p>XAI&#8217;s &#8220;Acceptable Use&#8221; policy prohibits &#8220;depicting likenesses of persons in a pornographic manner&#8221; and &#8220;the sexualization or exploitation of children.&#8221; But apparently, someone forgot to tell Grok. Or maybe they just didn&#8217;t care.</p>
<p>French authorities are investigating the growth of AI-generated deepfakes from Grok, and distributing a non-consensual deepfake online is punishable by two years&#8217; imprisonment in France, whilst the UK and Australia&#8217;s laws are even stricter. India&#8217;s Ministry of Electronics and Information Technology has also weighed in, asking X to undergo a &#8220;comprehensive technical, procedural and governance-level review&#8221; and remove any content violating India&#8217;s laws.</p>
<p>Alex Davies-Jones, the UK&#8217;s Minister for Victims &#038; Violence Against Women and Girls, called out Elon Musk directly, asking, &#8220;If you care so much about women, why are you allowing X users to exploit them?&#8221; She also referenced a UK proposal that would make the creation and dissemination of sexually explicit deepfakes a chargeable offense.</p>
<p>In response to an X user flagging screenshots that showed Grok creating sexualized images of minors, the official Grok account responded, saying that the company had &#8220;identified lapses in safeguards and are urgently fixing them.&#8221; But it&#8217;s unclear whether Grok&#8217;s response was reviewed by xAI or simply AI-generated.</p>
<p>Deepfakes are an ongoing concern and moderation challenge for AI companies, but Musk has been quite vocal about Grok&#8217;s NSFW features. In August, Grok&#8217;s image and video generator Imagine launched a &#8220;spicy&#8221; mode, where users could create pornographic images of AI-generated women. While the &#8220;spicy&#8221; option wasn&#8217;t available for photo uploads, users could enter custom prompts, such as &#8220;take off shirt&#8221;.</p>
<p>Workers who train Grok previously told Business Insider that they encountered sexually explicit material, including cases where users requested AI-generated child sexual abuse content (CSAM).</p>

For the better part of two weeks, anyone with a Google search bar and a curious mind could stumble upon a state-hosted treasure trove of how-to guides for creating AI-generated deepfake porn.</p>
<p>That&#8217;s right. The official online home of the Indiana Department of Health was, for a hot minute, doubling as a shady affiliate marketer for &#8220;Best no filter NSFW generator&#8221; apps. The documents, which have since been scrubbed in a frantic act of digital hygiene, were essentially tutorials on how to use AI to strip the clothes right off of people in photos. Nothing says &#8220;public health&#8221; quite like a state-sponsored guide to undress apps.</p>
<p>When the news broke, the government&#8217;s PR machine kicked into gear. Greta Sanderson, the chief communications officer for the Indiana Department of Health, insisted this wasn&#8217;t a hack. Instead, she blamed a &#8220;significant surge in bot activity&#8221; on Nov. 19. It seems the state&#8217;s web portals, designed for wholesome things like public feedback, were instead abused by bots to upload and publish the illicit files. Google, doing what Google does, then happily indexed these digital landmines, making them searchable for all to see. Sanderson claims most of the files have now been deleted, which is reassuring until you remember they were there for nearly two weeks.</p>
<p>The state&#8217;s web provider, Granicus, is no stranger to this particular brand of chaos. They&#8217;ve seen this movie before with other government clients, explaining that public-facing forms meant to engage citizens can be weaponized by bad actors who upload garbage and let Google do the rest. &#8220;While the above feature was intended by governments to provide transparency and good customer service, it has been abused in these instances,&#8221; the company wrote in a statement that could win an award for corporate understatement.</p>
<p>The irony here is thicker than a brick. Indiana passed a law in 2024 making the creation or distribution of non-consensual deepfakes a misdemeanor. On top of that, a federal law signed by President Trump back in May makes publishing &#8220;revenge porn&#8221; a punishable offense. So, while the state was busy criminalizing the very thing its website was instructing people on how to do, its own digital front door was wide open.</p>
<p>And this isn&#8217;t even Indiana&#8217;s first rodeo with the seedy side of AI. Back in August, the state was rocked by allegations that staffers in the Lieutenant Governor&#8217;s office were passing around a deepfake video showing a state lawmaker&#8217;s wife topless.</p>
<p>So, to recap: the same government that criminalizes deepfake porn accidentally became a distributor of deepfake porn tutorials, while its own staff was allegedly enjoying deepfake nudes on the taxpayer&#8217;s dime. It&#8217;s a masterclass in digital incompetence, a state-level case study in how not to manage a web presence. You almost have to admire the sheer, unadulterated chaos of it all.</p>

No less than ten out of sixteen websites have been forcibly shut down, with City Attorney David Chiu declaring that these operators broke state and federal laws. San Francisco, the so-called &#8216;AI capital of the world,&#8217; is now also the place where the city attorney thinks he can police the darkest corners of the internet and protect us all from AI-generated deepfake images.</p>
<p>Not only were NONE of the 16 sites based in San Francisco, NONE were even based in the USA.</p>
<p>&#8216;We&#8217;re talking about the use of artificial intelligence to generate non-consensual pornography,&#8217; Chiu said. The lawsuit targets sixteen website owners, accusing them of violating laws against deepfake pornography, revenge pornography, and child pornography. Ten of these sites are now officially kaput, and one defendant, Briver, has agreed to a settlement, paying a cool $100,000 in civil penalties and promising to stay out of the &#8216;business.&#8217; Perhaps some of that $100K of Greenback will be spent on finally solving the city&#8217;s appalling homelessness problem.</p>
<p>These websites attracted a whopping 200 million visitors in the first half of 2024. Yet it appears that any city attorny in the US can erase them with a stroke of a pen.  Sunny Liu, Director of Research at Stanford University&#8217;s Social Media Lab, thinks this lawsuit is a step in the right direction but admits there&#8217;s still plenty of work to do. &#8216;We don&#8217;t have a clear understanding of how prevalent they are, but the data shows that 6% of girls are being victimized,&#8217; Liu said, because nothing says &#8216;data&#8217; like a good old-fashioned survey.</p>
<p>State senators Josh Becker and Aisha Wahab have been busy creating legislation to combat this issue, acknowledging that AI is moving faster than policy. &#8216;We had to link and say, &#8220;Hey, there&#8217;s this new thing called AI, and AI-generated revenge pornography should be treated the same as revenge pornography,&#8221;</p>
<p>A huge part of this investigation was unmasking the individuals and corporations behind these sites. &#8216;We have unmasked a number of individuals and corporations that have been hiding their identities,&#8217; Chiu said.</p>
<p>So, ten sites are down, but what about the other six? City Attorney Chiu assured us they&#8217;re still pursuing them, using methods like contacting companies that facilitated these crimes with their search engines or payment methods.</p>
<p>And there you have it! San Francisco&#8217;s latest triumph in the never-ending battle against AI-generated explicit images. Perhaps legislators will soon also wake up to the immanent threats posed by AI replacing all jobs, or the fact that many experts are saying that AI has a 30% chance of wiping out humanity in the next 10 years? Well, I guess the extinction of the planet would certainly solve the problem of men jerking off to Taylor Swift AI nudes. This weekend, the most visited online hub for non-consensual pornographic videos <a href="https://arstechnica.com/tech-policy/2025/05/largest-deepfake-porn-site-shuts-down-forever/" target="_blank">pulled the plug</a>, leaving a trail of disappointed (and probably angry) users behind. According to 404 Media, the site, which at its height hosted 43,000 videos viewed a staggering 1.5 billion times, has gone dark. That&#8217;s a lot of unsuspecting celebrities getting digitally exploited.</p>
<p>The site, which drew a crowd of wrong-brained users eager to drop up to $1,500 for custom deepfakes, has been shut down permanently. The creators, nearly 4,000 strong, who made a profit from the seedy and now illegal business of re-imagining the likes of Scarlett Johansson being pounded by black cocks, are left without a platform. The forums where new requests were made have also gone quiet, and the videos are no longer available to view. A notice on the platform blamed a &#8220;critical service provider&#8221; for the shutdown, stating that data loss made it impossible to continue operations. They warned users not to trust any impostor platforms that might pop up in their absence. Mr. Deepfakes also mentioned that they are not responsible for any future use of their domain, which will eventually expire.</p>
