Over the past week, some overly horny X users have been having a field day with Grok, using it to digitally undress unsuspecting female celebs and even ordinary women in photos. We’re talking about AI-generated fake images of subjects showing more skin, wearing bikinis, or in various compromising positions. It’s like a virtual wardrobe malfunction, but intentional and, frankly, creepy.

Now, some of these requests were consensual, like OnlyFans models asking Grok to remove their own clothes. But others? Not so much. Users prompted Grok to “remove the clothes” from images of adults without their consent, and in some cases, the images included minors. Yeah, you read that right. Minors.

XAI’s “Acceptable Use” policy prohibits “depicting likenesses of persons in a pornographic manner” and “the sexualization or exploitation of children.” But apparently, someone forgot to tell Grok. Or maybe they just didn’t care.

French authorities are investigating the growth of AI-generated deepfakes from Grok, and distributing a non-consensual deepfake online is punishable by two years’ imprisonment in France, whilst the UK and Australia’s laws are even stricter. India’s Ministry of Electronics and Information Technology has also weighed in, asking X to undergo a “comprehensive technical, procedural and governance-level review” and remove any content violating India’s laws.

Alex Davies-Jones, the UK’s Minister for Victims & Violence Against Women and Girls, called out Elon Musk directly, asking, “If you care so much about women, why are you allowing X users to exploit them?” She also referenced a UK proposal that would make the creation and dissemination of sexually explicit deepfakes a chargeable offense.

In response to an X user flagging screenshots that showed Grok creating sexualized images of minors, the official Grok account responded, saying that the company had “identified lapses in safeguards and are urgently fixing them.” But it’s unclear whether Grok’s response was reviewed by xAI or simply AI-generated.

Deepfakes are an ongoing concern and moderation challenge for AI companies, but Musk has been quite vocal about Grok’s NSFW features. In August, Grok’s image and video generator Imagine launched a “spicy” mode, where users could create pornographic images of AI-generated women. While the “spicy” option wasn’t available for photo uploads, users could enter custom prompts, such as “take off shirt”.

Workers who train Grok previously told Business Insider that they encountered sexually explicit material, including cases where users requested AI-generated child sexual abuse content (CSAM).

When the news broke, the government’s PR machine kicked into gear. Greta Sanderson, the chief communications officer for the Indiana Department of Health, insisted this wasn’t a hack. Instead, she blamed a “significant surge in bot activity” on Nov. 19. It seems the state’s web portals, designed for wholesome things like public feedback, were instead abused by bots to upload and publish the illicit files. Google, doing what Google does, then happily indexed these digital landmines, making them searchable for all to see. Sanderson claims most of the files have now been deleted, which is reassuring until you remember they were there for nearly two weeks.

The state’s web provider, Granicus, is no stranger to this particular brand of chaos. They’ve seen this movie before with other government clients, explaining that public-facing forms meant to engage citizens can be weaponized by bad actors who upload garbage and let Google do the rest. “While the above feature was intended by governments to provide transparency and good customer service, it has been abused in these instances,” the company wrote in a statement that could win an award for corporate understatement.

The irony here is thicker than a brick. Indiana passed a law in 2024 making the creation or distribution of non-consensual deepfakes a misdemeanor. On top of that, a federal law signed by President Trump back in May makes publishing “revenge porn” a punishable offense. So, while the state was busy criminalizing the very thing its website was instructing people on how to do, its own digital front door was wide open.

And this isn’t even Indiana’s first rodeo with the seedy side of AI. Back in August, the state was rocked by allegations that staffers in the Lieutenant Governor’s office were passing around a deepfake video showing a state lawmaker’s wife topless.

So, to recap: the same government that criminalizes deepfake porn accidentally became a distributor of deepfake porn tutorials, while its own staff was allegedly enjoying deepfake nudes on the taxpayer’s dime. It’s a masterclass in digital incompetence, a state-level case study in how not to manage a web presence. You almost have to admire the sheer, unadulterated chaos of it all.

State senators Josh Becker and Aisha Wahab have been busy creating legislation to combat this issue, acknowledging that AI is moving faster than policy. ‘We had to link and say, “Hey, there’s this new thing called AI, and AI-generated revenge pornography should be treated the same as revenge pornography,”

A huge part of this investigation was unmasking the individuals and corporations behind these sites. ‘We have unmasked a number of individuals and corporations that have been hiding their identities,’ Chiu said.

The lawsuit claims that undress sites enable revenge porn, deepfake porn, and the creation of child pornography. It’s not clear if sixteen of the most popular nudify sites have been chosen, and this is an attack on undress tools in general, or whether the Attorny has evidence of insufficient safeguards in place at these particular sites covered by the lawsuit. If the action nis successful and the sites are closed down, then the aim is apparently to take action against any new sites that may replace them.

The lawsuit does not mention the site’s names, but does point out the advertising blurb of one of them, which boasts that you no longer have to “waste time” getting a girl out on dates, when you can simply use their tool to get her nudes. It also mentions that the sites have been visited collectively 200 million times in the first six months of this year alone.

Interestingly, all of the sites included in the action appear to be based overseas, and intends to both sue the site owners for damages, as well as have the sites closed down. Although the lawsuit claims that the sites contravene California’s deepfake porn laws, as far as I know, it is only illegal to share deepfake porn under (a recent) Californian law. Whether a US politician can successfully sue or close down an overseas based site is an open question, particularly on the grounds of what some may have used the site/tool for (and even there, the action appears to be based on nefarious cases of the misuse of undress tech in general).
